The Failure of the 28-Clause Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the crisis triggered by the introduction of a new comprehensive peace framework for achieving ceasefire appeared – momentarily – to have been defused. A American diplomat spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Moscow made its retaliation: an extensive attack of missile and drone strikes on Kyiv.

The Rhythm of Peace Talks and Military Action

The chain of conflicting incidents captured the grim essence of the recent timeframe. By day, political struggles are waged: positive announcements are released from multiple capitals. Significant resources is expended on restraining particular approaches. By night, Moscow forcefully demonstrates the world that, for them, conflict continues to be the primary tool for achieving "settlement".

Nighttime Reality

As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was laid bare. Ukraine is able to track rocket firings from enemy soil, a ability provided through timely intelligence. From witness perspectives, military aircraft that had been scrambled to intercept incoming aerial threats flew past – advanced fighter aircraft delivered to Ukraine by European allies.

Soon thereafter, Kyiv's missile defense activated: several firings deployed against a incoming threat. This was a modern interception technology at work, presumably delivered by allied countries. Every firing creates sudden vibrations, rattling buildings. The brief panic quickly becomes sober acceptance: perhaps the incoming missile won't hit its mark this time, preventing destruction from catastrophe and further power outages.

Ongoing Risks

Not long after, a heavy machine gun engaged a aerial vehicle somewhere nearby, part of a defensive team – probably allied-provided weaponry. Regrettably, the bullets missed the opposing UAV – it maintained course toward its objective.

With pauses, this continued until dawn. Kyiv faced the early updates: seven people killed, damage and infrastructure problems in multiple buildings as a result of the evening attack. As typically, everyone still went about their day – enduring hostilities. But those full day demonstrated Ukraine's critical military reliance on external assistance – a reliance that European nations are demonstrably unable to fill in the immediate future.

Ineffective Peace Efforts

The comprehensive proposal from American leadership generated strong feelings, controversy and serious worry – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after earlier high-level meetings and international summits.

Every new approach from Washington follows the identical sequence: a political offensive against Ukraine, which Kyiv, with allied governments, effectively counters. They manage the tension but never actually secure success. This cycle will, certainly, persist.

Tactical Assessments

It is easy to blame certain parties of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. American leadership operates on a assumption familiar among international relations experts: you cannot achieve through diplomacy what you have been unable to protect through force. The White House assumes that it is unfeasible to compel Moscow to relinquish the territory that it already controls in Ukraine's south or east.

The challenge is that while acknowledging this situation, US leadership does minimal to discourage Russia, through words or deeds, from thinking that the situation will not shift further in its benefit in the months ahead.

Divergent Views

Therefore, the Kremlin is confident that duration works to their advantage – that Ukraine and its partners are nearing depletion. Their reason to sign a deal that does not give them the greatest potential benefit is close to zero. There may be multiple initiatives to end hostilities, but they will carry on as long as Russia's government remains completely certain in the outcome.

On the contrary, Kyiv believes that Ukraine can still persist, slowly losing lives and land but averting a entire defensive failure until circumstances change in its favour.

Present Conditions

Factually, there are no real preconditions for a truce. Now, personal considerations are becoming relevant: political desires to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's dual difficulties – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the national cause against any initiative Kyiv finds unsuitable, so that their attention does not shift toward internal issues. And although their task will now be much harder after current events, it remains quite doubtful that this will modify their basic position.

These opposing factors are driving the talks.

Conclusion and Outlook

It took a just a single week to eliminate the suggested clauses of the current initiative. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the remaining European nations, along with calming attempts of diplomats, and finally, current information leaks, all did their job.

While new initiatives based on established approaches are imminent, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are based on Russian demands and show certain reluctance to modify developments, if they remain united and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the predictable period, mainly require continued Western support.
